The Mafia operates as the faction-management organization. It helps structure larger underworld opportunities and creates organized crime stories that connect player-driven Cartels and street gangs.
The Cartel is player-driven. Its members build drug-production, supply and distribution relationships through ongoing roleplay rather than acting as faction management.
Street gangs create local identity, rivalries, alliances and neighbourhood stories. Their activity should affect civilians, businesses, major factions, LSPD, EMS and the courts.
Production, supply and distribution create relationships between major factions, street gangs, civilians and police. Final mechanics, claims and conflict limits remain controlled by the official Nightshift server rules.
